ABOUT
the Decentralization Regrant Program...
What is the Decentralization Regrant Program?
The New York State Council on the Arts (NYSCA) State and Local Partnership Division administers an annual Re-grant program that helps to ensure access to arts and culture in each of the 62 counties of New York State, including areas that are geographically isolated, economically disadvantaged, and ethnically diverse. This Regrant program is called the Decentralization (DEC) Program.
What are the goals of the Decentralization re-grant program?
The DEC Program allows for local control of state funding and guarantees that each county receives a portion of the public funds that run NYSCA. In Hamilton County, the Adirondack Lakes Center for the Arts (The Arts Center) administers the DEC Regrant Program. This Regrant program is open to not-for-profit organizations only. A complete list of eligibility is available by contacting the Arts Center. In many of Hamilton County small towns, cultural offerings come to our communities through the libraries, churches and small non-profit organizations.
How are granting decisions made?
A local panel reviews applications in November of each year. The Hamilton County Regrant Panel is made up of 7 individuals from throughout the county, representing a mix of backgrounds and villages. Each panel member is asked to serve for a three-year cycle, with two members cycling in/out each year. The Arts Center is always looking for new panel members and welcome recommendations for panelists.

Informational seminars are held throughout the county each September.
As of 2010, all applicants are required to attend one of the informational seminars.
Locations for 2011 seminars are: Blue Mountain Lake (at the Arts Center), Inlet, Indian Lake, Long Lake, and Lake Pleasant.

August, 2012:
Applications available for download on-line.
September, 2012:
Informational seminars held throughout Hamilton County.
Mid-October, 2012:
Annual application deadline
Late-December, 2012:
Grant awards announced to applicants.
February, 2012:
Award ceremony at the Hamilton County Board of Supervisors meeting.
Spring, 2012:
Reception at the Arts Center for all DEC recipients.
